The key message is to promote CBR as a strategy to:
- realize the rights of people with disabilities at the community level;
- support people with disabilities and their families in getting out of poverty;
- support stakeholders so that people with disabilities and their families can satisfy their basic needs, improve their daily lives, and access health, education, livelihood, social and other services;
- promote the empowerment of people with disabilities and their families in their communities; and
- support decision-making by people with disabilities on an equal basis with others.
