The overall objectives of the CBR Guidelines are as follows.
WHO/Khasnabis
- Provide guidance showing how to develop and strengthen CBR in line with the CBR Joint Position Paper and the CRPD.
- Promote CBR as a strategy for community-based inclusive development involving people with disabilities.
- Support stakeholders in meeting the basic needs and enhancing the quality of life of people with disabilities and their families by facilitating access to health, education, livelihood and social services.
- Encourage stakeholders to facilitate the empowerment of people with disabilities and their families by promoting their inclusion and participation in development and decision-making processes on an equal basis with others.
- Propose a strategy to develop community support services that will enable people with disabilities to live independently and be included in the community, in accordance with article 19 of the CRPD.
