People with disabilities and their families, particularly those living in rural or remote communities or urban slums, often do not benefit from major development initiatives such as the MDGs or SDGs. As a result, disability-inclusive development strategies are essential to ensure that they can meaningfully benefit from development activities.

The goals of disability-inclusive development need to ensure that:

  • all phases of the development cycle (design, implementation, monitoring and evaluation) include a disability dimension;
  • people with disabilities are recognized as rights-holding, equal members of society who must meaningfully and effectively participate in all development processes and policies;
  • development institutions, policies and programmes take into account, and are monitored and evaluated in terms of their impact on, the lives of people with disabilities.
