As we have seen, the concepts of both disability and CBR have evolved.
In particular, CBR is now very clearly a bottom-up, multisectoral strategy with a focus that, begins in rehabilitation and health, but extends far beyond it. In other words, CBR is now a strategy for disability-inclusive development. The distinguishing feature of this strategy, moreover, is that it is grounded in activities designed to empower people with disabilities to take an active role in all features of community life in order to participate fully – on an equal basis with others – in education, employment and community life in general.
One of the essential elements of disability-inclusive development is the involvement of the local community – as individuals, groups or organizations – in all stages of the development process, including planning, implementation and monitoring. As a community-based strategy, CBR recognizes local culture, capacities and resources, and builds on them in all its activities. CBR aims to reinforce the dignity and self-esteem of people with disabilities and their families and, at the same time, informs and empowers all the actors to ensure equity and human rights for all. In this way, benefits and responsibilities are equally shared and owned.
