Although all CBR programmes are different, there is a general sequence of stages that can guide their development. These stages are collectively called the management cycle.

It is helpful to visualize the management process as a cycle. This ensures that all the parts are considered and shows how the steps in the process fit together.

The CBR management cycle consists of four stages: 1) Situation analysis 2) Planning and design 3) Implementation and monitoring and 4) Evaluation.
