A high-risk, but under-served population

People with disabilities have been identified as a key population at high risk of exposure to HIV in a joint policy brief on Disability and HIV issued by the:

  • Joint United Nations Programme on HIV and AIDS (UNAIDS)
  • World Health Organization (WHO), and
  • Office of the High Commissioner for Human Rights (OHCHR)

Despite this, governments and policy-makers rarely consider disability issues in HIV and AIDS policies and plans. This issue and a number of other barriers make HIV prevention, treatment, care and support programmes and services unavailable and inaccessible to people with disabilities.
