Given the links between disability and poverty, all development efforts in low- and medium-resource countries – intended to eradicate poverty and hunger and improve living standards and quality of life – must be inclusive of the needs of persons with disabilities. Development efforts – especially United-Nations-led programmes such as the MDGs and SDGs – have often been top-down efforts, far removed from the community level, and often designed without the involvement of members of the community.

Inclusive development tries to change that pattern by using bottom-up approaches, fully involving the community. This community-based approach can ensure that development efforts actually reach the poor and marginalized including, especially, persons with disabilities.

CBR is a strategy for inclusive development, addressing specifically the needs of persons with disabilities.
