Among people with disabilities, the groups which are often the most marginalized and excluded from society are children, girls, women, the elderly and people with multiple impairments. As it does its work, CBR needs to make a special effort to include them.
- Girls and women with disabilities often suffer a double exclusion by virtue of both gender and disability. Disabled people’s organizations may themselves be dominated by men and not give women and girls a voice.
- The elderly may be ignored or neglected by their families.
- People with multiple impairments such as cerebral palsy may have additional communication impairments, making it hard for their voices to be heard.
