Any decision about which skills to acquire should be made by the individual concerned, together with his or her family, and should be the outcome of a process of individual livelihood planning.

This planning should take into account the interests, aptitudes and personality of the person concerned. It should also include a detailed and systematic assessment of the feasibility of each of the different options being considered.

One important factor to consider is the “realistic working radius”, which is the furthest distance from the individual’s home that he or she can travel efficiently on a daily basis, taking into account such factors as terrain and the availability of reliable and accessible transport.
