The activities related to responding to a humanitarian crisis can be divided into three phases:
- Preparedness: Activities and measures carried out before a potential crises with the goal of reducing their impact
- Emergency response: The provision of assistance to meet the life preservation and basic needs of the people affected
- Recovery: Restoring or improving the living conditions that existed prior to the crisis
