The twin-track approach for disability inclusion involves the simultaneous application of two strategies:
- mainstreaming disability – this is the important goal of ensuring that all persons with disabilities can access, use and fully participate in the same services and opportunities offered by society to everyone. Mainstreaming usually involves breaking down the barriers that prevent people from accessing and using the services and opportunities available to others;
- directly benefiting people with disabilities specifically – sometimes it is necessary to build capacity for persons with disabilities by focusing specifically on what they require to support their transition to inclusion and full participation. Actions that are targeted to the specific needs of persons with responsibilities should be directed to the eventual goal of mainstreaming.
