A majority of nations have signed international treaties and conventions – such as the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities – agreeing to provide free, compulsory and inclusive primary education for all children without discrimination. These instruments have requested countries to:
- Expand and improve early childhood care and education
- Achieve free, compulsory and quality primary education for all
- Ensure equal access to appropriate learning, life-skills programmes and basic and continuing education for all adults
- Promote gender equality in education
- Facilitate inclusion of marginalized, vulnerable and discriminated groups at all levels
