Stage 1 should have provided CBR planners with enough information to complete Stage 2 – planning and design. Planners should begin this stage with a clear picture of the situation of people with disabilities and the context in which the CBR will operate. They should have information about :
- the number of people with disabilities;
- the needs of people with disabilities and their families;
- possible solutions to problems; and
- the availability of community resources.
Planning helps you to think ahead and prepare for the future, providing guidance for the next stage in the management cycle (Stage 3: Implementation and monitoring).
The planning process needs to consider all aspects of CBR, and in particular should:
- define the programme’s long-term goals and shorter-term purposes;
- identify and prioritize needs;
- design a clear map (or plan) of activities and outcomes for achieving the purposes and goals;
- design monitoring and evaluation systems based on indicators;
- identify the local resources available to serve the plan; and
- Identify what else will be needed from external sources to accomplish the CBR plan.
