Stage 1 should have provided CBR planners with enough information to complete Stage 2 – planning and design. Planners should begin this stage with a clear picture of the situation of people with disabilities and the context in which the CBR will operate. They should have information about :

  • the number of people with disabilities;
  • the needs of people with disabilities and their families;
  • possible solutions to problems; and
  • the availability of community resources.

Planning helps you to think ahead and prepare for the future, providing guidance for the next stage in the management cycle (Stage 3: Implementation and monitoring).

The planning process needs to consider all aspects of CBR, and in particular should:

  • define the programme’s long-term goals and shorter-term purposes;
  • identify and prioritize needs;
  • design a clear map (or plan) of activities and outcomes for achieving the purposes and goals;
  • design monitoring and evaluation systems based on indicators;
  • identify the local resources available to serve the plan; and
  • Identify what else will be needed from external sources to accomplish the CBR plan.
