Responses to human immunodeficiency virus and acquired immune deficiency syndrome (HIV and AIDS) are often targeted at key populations that are believed to be at increased risk, such as:

  • Migrant workers
  • Sex workers
  • Men who have sex with men
  • Injecting drug users, and
  • Indigenous people

However, one of the world’s most vulnerable populations – individuals who live with permanent physical, mental, intellectual or sensory impairments – has almost been entirely overlooked.
